Yes, they naturally come hand in hand, so natural that people tend not to realize that they are separate issues. i.e., solving mental health issues does not exactly equals to achieving happiness, building happiness takes its own sets of approaches, and solving mental health problems could be in parallel with building happiness, the latter in turn may greatly help or enable the former.
